Upgrades libp2p all the way to the latest version ([Release Notes](https://github.com/libp2p/js-libp2p/releases/tag/libp2p-v1.8.2) | [Migration Guide](https://github.com/libp2p/js-libp2p/blob/main/doc/migrations/v0.46-v1.0.0.md)) Upgrades GossipSub along with it.
